Dr. Achim Hopbach
 
Dr Achim Hopbach has over 25 years of experience in higher education, having served as research assistant, in university administration, higher education policy, and quality assurance. He recently set up his own consultancy business after having retired from leading the quality assurance agencies in Austria and Germany for 15 years. Dr Hopbach has extensive experience in the development and implementation of quality assurance legislation, systems and processes in Europe, Southeast Asia, Central Asia, Africa and the Caribbean. He has served and serves as panel member and chair of evaluation panels for national audit and evaluation of quality assurance agencies in Germany, Austria, Italy, Ireland, Malta, Oman, Indonesia, Malaysia, Haiti and East-African countries. His consultancy activities focus on the areas of cross-border higher education and branch campuses, design of quality assurance systems and setting up higher education institutions. He held and holds various positions in quality assurance agencies and associations, such as President of the European Association for Quality Assurance in Higher Education (ENQA) from 2009 to 2013; member of the Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ) from 2005 to 2013; member of the University Quality International Board (UQAIB), Dubai, since 2015, and on international advisory board of various agencies. He has published numerous articles on the Bologna Process, quality assurance and qualifications frameworks.Dr Hopbach holds a PhD in History (University of Tuebingen, Germany) and a Master in History, Political Science and Law (University of Heidelberg, Germany). 

 
Dr Ahmed Hassan Al Bulushi
 
Dr. Ahmed Hassan Al Bulushi is currently the Dean of Engineering College at Notational University of Science and Technology. Previously known as Caledonian College of Engineering in the Sultanate of Oman. He has a doctoral degree in management from the Argosy University, Chicago, US (2007) an MBA from Luton University, UK (1999) and B.Ed. from Bristol University, UK (1994). Dr. Ahmed is an experienced academic who started his career as an educator in 1986. His academic expertise is in Business & Education Management discipline and his research interests focuses on Leadership, HRM & HRD and Quality Management in Higher Education. Prior to joining Caledonian Dr. Ahmed was the Assistant Dean of the first private college established in the Sultanate, where he spent 15 years managing, teaching, researching, and developing academic programs, QA & organizational systems and standards. Dr. Al Bulushi is a recipient of internationally recognized Fulbright scholarship award and the Best Teacher Certificate awarded by the Ministry of Education, Oman. Most recently, he was awarded a professorial status from Glasgow Caledonian University, Scotland, UK in recognition of his outstanding work in Transnational Education (TNE). In addition, he is the founding member of Oman HE Quality Network (OHEQN) and served more than three years as a member of its Executive Committee. Dr Ahmed is an Ambitious, determined, Self-confident and self-reliant Chief executive with leadership capabilities. Preferring to act on his own, he loves to contribute for the development of Higher education sector in Oman by nurturing talents and build local capacity.

 
Air Commodore Engineer Muhammad Ismail
 

Presently, Muhammad Ismail is working as Director Quality Assurance at National University of Medical Sciences (NUMS), Rawalpindi since May, 2019. He is dealing with the implementation of the policies/guidelines issued by Higher Education Commission(HEC) of Pakistan, the Pakistan Medical Commission and Pakistan Nursing Council at NUMS. Prior to this, he had been appointed as Head of the Quality Assurance Division of HEC Pakistan as Consultant/Expert Quality Assurance during October2015 to January, 2019. Quality Assurance Division of HEC works for developing and reviewing the quality assurance policies for the Pakistani higher education sector through the recommendations of National Quality Assurance Committee(NQAC) and issuing them after the approval of the Commission. Muhammad Ismail got his Bachelor’s degree in Aerospace Engineering from Pakistan Air Force(PAF) College of Aeronautical Engineering (CAE) winning NED Gold Medal and Arif-Manzoor Shaheed Gold Medal. He received his Master’s degree in Physics, with roll of honor, from Government College Lahore, Pakistan and MS in Aerospace Engineering, with distinction, from University of Oklahoma, USA. He served in PAF during 1975 to 2005, against different instructional, administrative and staff assignments including faculty member at PAF College of Aeronautical Engineering, Principal of a PAF College, Director of Studies at PAF Academy, Director of Education and Assistant Chief of Air Staff (Education)at Air Headquarters. He was also deputed to King Faisal Air Academy, Riyadh Saudi Arabia during Aug, 1984 to Nov, 1987. Besides several other honors and awards, he is recipient of President’s Award of Sitara-e-Imtiaz (Military)(i.e. Star of Excellence-Military).During May 2005 to October 2015, Muhammad Ismail served National University of Sciences & Technology (NUST) Islamabad, as Director Quality Assurance and International Collaborations. At NUST, he dealt with matters concerning implementation of policies and programs for quality assurance/enhancement as per the guidelines of HEC and the and international collaborations of NUST. He also facilitated the accreditation of NUST academic programs by PEC, NBEAC, PCATP, NCEAC and PM&DC. He has conducted several seminars and workshops on quality assurance, as resource person, at national level and has been declared as HEC’s Master Trainer. He is on the panel of accreditation experts of Pakistan Engineering Council and Member of National Panel of HEC Pakistan for Institutional Performance Evaluation (IPE) of Universities and Review of Graduate Programs (RGP). He has conducted several accreditations of engineering programs, university internal quality audits and IPEs as well as RGPs of many Pakistani universities. He has participated and contributed in numerous national and international conferences and has various publications to his credit including contributions in ACU, APQN and QS organized events. Based on his engagement in multifarious activities in the field of quality assurance Muhammad Ismail has been selected as Consultant for Asia Pacific Quality Network (APQN). While being the Director Quality Assurance NUST, he was instrumental in winning the APQN’s Best/Model IQA Award– 2014 for NUST and also won the APQN Quality Champion Award – 2016 for himself while being at HEC Pakistan. 


 
Dr. P. Mani Joseph
 
Joseph Mani is Associate Dean for Academic Affairs at Modern College of Business and Science (MCBS), Oman. Prior to joining MCBS in 2004, he had served as the Dean of Faculty of Computer Science & Engineering at Sharjah College, UAE. Joseph received his Ph.D degree from Cochin University of Science and Technology, India in the field of Information communication Technology. He is an ABET IDEAL(Institute for the Development of Excellence in Assessment Leadership) scholar and an approved ABET Evaluator for IT programs (Computing Accreditation Commission (CAC). He is also a Certified EFQM Internal Assessor -Institute for Total Quality Management (ITQM). Joseph is an active member of various professional societies including IEEE (Institute of Electrical and Electronics Association), ISACA (Information System Audit and Control Association, New York),ACM ( Association for computing Machinery and Oman Quality Network in Higher Education (OQNHE). He was also involved in organizing various International Conferences (Academic Committee Chair of OQNHE 3rd conference 2015, Organizing Committee Member of IEEE GCC Conference 2015, Academic Committee Chair of OQNHE 4th conference 2017 and Conference Chair of ISACA regional Conference 2017). He is actively involved in the development of International undergraduate and associate degree Information Technology (IT) curriculum as a member of both ACM International IT Curriculum Committee and ACM International IT Education Committee during 2005-09.
